Use a pair of sweatpants that already fits. Lay them flat with the waistband relaxed, without stretching, and measure:

Flat waist: straight across the relaxed waistband, from edge to edge.
Inseam: from the crotch seam along the inside leg to the hem.

These are garment measurements, not body measurements. Flat waist is half the relaxed waistband circumference. Compare with a pair you own; do not compare these numbers directly with your body waist or jeans size.
